1) is an act of the parliament of the united kingdom which creates an offence in england and wales of inciting hatred against a person on the grounds of their religion. The act will ensure that the criminal law protects all groups of persons defined by their religious beliefs or lack of religious belief from having religious hatred intentionally stirred up. Against this backdrop, this chapter examines how religious hatred came to be seen in parliament as a sufficiently pressing issue to warrant inclusion within the stirring up hatred offences, including questions of how it was positioned alongside racial hatred and as a public order issue. The 2006 act criminalises expressions of hatred against individuals on the basis of their religious beliefs or lack thereof, filling a gap left by the race relations act 1976, which only addressed racial hatred.
